Ceylon Desiccated Coconut and Coconut Flour: A CPG Capability Brief

Most coconut supplier pages quote a grade and a price. A smaller number quote a spec sheet. Almost none quote throughput, and the ones that do quote nameplate capacity, which is a different number from what a line actually delivers. USDA’s Foreign Agricultural Service put that gap on record in April 2025: across 61 Philippine coconut oil mills with 4,139,940 MT of rated annual capacity, average utilisation ran at 57.2%. Capacity is not scarce in this category. Qualified, spec-consistent, audited capacity is. What a desiccated coconut and coconut flour line has to hold at once
A desiccated coconut and coconut flour line is judged on four constraints, and they pull against each other. Codex Standard CXS 177-1991 (revised 2011) sets the grade sieve definitions and the chemical limits, including moisture at 4% m/m maximum, oil at 60% m/m minimum for full-fat, and total acidity of the extracted oil at 0.3% m/m as lauric acid. Hitting all four on the same lot is the actual manufacturing problem.
Grade split is the first constraint. Fine and medium cut come off different sieve configurations, and a line that changes between them mid-week loses hours, not minutes. Moisture is the second: 4% is the ceiling, but drying harder to buy safety margin drives free fatty acid up and colour off-white. Microbiology is the third, and it is the one that ends supplier relationships. Packing and pallet configuration is the fourth, and it is the one buyers discover last, usually when a container arrives caked.
Coconut flour sits on the same floor but a different constraint set, because it is milled from partially defatted material and its fat loss changes the bake. What is the difference between fine cut and medium cut desiccated coconut?
Codex CXS 177-1991 defines the grades by sieve fraction, not by appearance. Fine grade requires not less than 80% by weight to pass a 1.40 mm square aperture sieve, with no more than 20% passing 0.71 mm. Medium requires not less than 90% to pass 2.80 mm, with no more than 20% passing 1.40 mm. Extra-fine requires 90% through 0.85 mm with no more than 25% through 0.50 mm. A grade name without the sieve fraction behind it is a marketing label.

The commercial point buyers miss is that fine and medium are not two products from one process. They are two sieve setups. Ordering both on one PO is normal and correct, but it is two production blocks, and the changeover is the reason a small order of each takes longer than a large order of one. Throughput: what 100 to 200 kg per hour means on an order calendar
The Silk Foods Ceylon (SFC) repack and mill line, which carries desiccated coconut, coconut flour, coconut sugar and coconut chips, runs at 100 to 200 kg per hour. On a single shift that is 1 to 2 MT per day, or roughly 20 to 40 MT a month. Translated into container terms, a 20-foot FCL of desiccated coconut at approximately 12 MT is six to twelve production days of line time. That number is the one a buyer should hold a supplier to, because it converts directly into a delivery date.

Samples ship by international courier at 3 to 5 business days transit. Air freight on production volume runs 3 to 4 days. Sea freight is 3 to 4 weeks to the EU and Australia and 4 to 5 weeks to the US, which means an EU buyer placing a PO today is looking at roughly six to seven weeks door to door on a first order.
In the first half of 2025 the SFC procurement desk fielded the same conversation four times: EU and US buyers who had been quoted stable annual pricing by a Sri Lankan supplier in late 2024 and were watching those quotes withdrawn. Industry analysis by Nutioils, drawing on Coconut Development Authority monthly data, puts Sri Lankan desiccated coconut export volume for January to November 2025 at 24,292 MT against 38,070 MT for the same period in 2024, a fall of 36%, while rupee value rose 16%. The Colombo auction touched Rs. 181,916 per 1,000 nuts in April 2025. Less coconut moved, and it cost more. A supplier who held a fixed quote through that was either sitting on old stock or was not going to ship.
What moisture and microbiology limits belong in a coconut spec?
Desiccated coconut measures a water activity of 0.52, established in a peer-reviewed 2023 study in Frontiers in Food Science and Technology on cold plasma inactivation in shredded coconut. That figure matters because the US FDA, in draft guidance published on 6 January 2025, defines a low-moisture food as one at water activity 0.85 or below and recommends that Salmonella be identified as a hazard requiring a preventive control where product is exposed to the environment before packaging without a subsequent kill step. Desiccated coconut sits inside that scope with room to spare.

Here is the part most sourcing content skips. Commission Regulation (EC) No 2073/2005 carries no dedicated Salmonella row for desiccated coconut. The n=5, absent in 25 g convention that appears on almost every coconut spec sheet in the EU trade is contractual, not statutory. It holds because buyers write it into contracts, not because a regulation compels it. That is precisely why the per-lot certificate of analysis, and the method behind it, is the commercially load-bearing document rather than the certification logo.

Packing and pallet configuration for a 20-foot container
No standards body publishes a pallet configuration for desiccated coconut. What exists is convergent trade practice, and it is worth stating plainly rather than pretending it is a standard. A 20-foot FCL carries approximately 12 MT, which is 480 bags of 25 kg net floor-loaded, or around 500 bags palletised. A 40-foot unit carries approximately 24 MT, 960 bags floor-loaded or around 1,000 palletised. Bags are 3 to 4 ply kraft multiwall with a food-grade polyethylene inner liner.

Floor-loading buys payload. It also raises handling damage and the risk of a breached liner, and the Transport Information Service maintained by the German Insurance Association flags compromised liners and seals as the mechanism behind caking in transit on humidity-sensitive coconut cargo. Storage and stuffing conditions below 25 degrees Celsius and under 60% relative humidity are the practical control. A buyer specifying palletised loading is trading roughly 20 bags of payload for a materially lower caking claim rate, and that is a decision worth making deliberately rather than inheriting from whatever the supplier did last time.
What is in the COA package per lot?

The COA is the document that carries the commercial risk, because as the microbiology section showed, the tightest limits in a coconut spec are contractual rather than statutory.
The 2023 Frontiers study makes the methodology point concretely. Survivor counts for Salmonella on desiccated shredded coconut were significantly higher on non-selective recovery medium than on selective agar, because sub-lethally injured cells recover on one and not the other. A pass on a COA therefore depends on which medium was used. A buyer who specifies the organism but not the method has specified less than they think.
