Coconut Water and Fruit Beverage Bases: The RFQ Spec Primer

Most beverage RFQs that reach a Sri Lankan supplier ask for the wrong three things. They ask for price per litre, they ask for a shelf life in months, and they ask whether the product is organic. None of those can be answered until the buyer states a Brix target, a pH target, and a container format, because those three inputs decide the thermal process, the regulatory filing, and roughly 40 percent of the landed cost. This piece is the spec primer for procurement teams in the US, EU, and Australia writing their first coconut water or fruit beverage base RFQ, and it is deliberately narrow: the sourcing and capability picture for the wider category already sits in the coconut sourcing and contract manufacturing overview.

Why a coconut water RFQ is not a coconut milk RFQ

Coconut water and coconut milk come off the same nut and behave nothing alike in a process room. Coconut milk is an emulsion specified on fat percentage, and the buying decision runs through fat, viscosity, and separation behaviour. Coconut water is a dilute sugar and electrolyte solution specified on Brix and pH, and the buying decision runs through acidity, thermal process, and colour retention.

That distinction is not academic. Under 21 CFR 114.3, an acidified food is one brought to a finished equilibrium pH of 4.6 or below. Coconut water in its natural state does not get there. It arrives in the tank somewhere around pH 4.7 to 5.4, which puts a hermetically sealed shelf-stable pack into the low-acid canned food category governed by 21 CFR 113. Commercial processors of either category have to register the establishment and file the scheduled process with the FDA under 21 CFR 108.25 and 108.35 before shipping.

Buyers who have only ever bought powders feel this as a delay. A dry SKU such as spray-dried coconut water powder has none of these obligations, which is exactly why some brands run the powder first and convert to liquid once volume justifies it. What Brix and pH actually decide

Brix is the soluble solids reading, and for coconut water it is a maturity and dilution signal rather than a sweetness target. Codex sets the floor: the General Standard for Fruit Juices and Nectars (CXS 247-2005) carries a minimum of 5.0 degrees Brix for coconut water. The EU figure added in 2024 sits lower, at 4.5, which is the first thing to reconcile if a spec has to satisfy both. A young nut picked early runs at the low end. A nut left on the palm too long, or water cut with condensate somewhere upstream, also reads low, which is why the number alone proves nothing without a matching pH and a mineral profile.

The practical reading of that table is a fork. If the finished product must sit below pH 4.6, the formulation carries an acidulant, often citric or a fruit juice contribution, and the process filing follows 21 CFR 114. If the brand wants coconut water with nothing added, the pack stays low acid and the process filing follows 21 CFR 113. Deciding that in the RFQ, rather than after the first pilot, saves roughly three to four weeks.

Concentrate or single-strength: the freight math

Single-strength is the honest product and the expensive one to move. At 4.5 to 6.0 degrees Brix, roughly 94 percent of what sits in the container is water, and that water crosses an ocean at the same freight rate as the solids. Concentrate inverts the equation and imports a different problem: reconstitution compliance in the destination market, plus a flavour penalty that beverage developers can usually taste.

Distributors running several beverage SKUs into one market almost always land on concentrate for the volume lines and single-strength for the hero SKU. The freight consolidation argument is the same one that applies to a mixed container of powders such as pineapple powder for beverage applications or a lime and black lime souring base.

Aseptic, retort, or hot fill?

Three thermal routes, three different capital and MOQ profiles, three different products in the mouth.

Hot fill is where most first orders belong, and saying so costs a supplier margin. In Q2 2026 the SRV trade desk fielded three separate US beverage briefs in six weeks, each one written around an aseptic carton because that is what the category leader uses, and each one carrying a first-year forecast under 40,000 units. All three moved to hot-filled glass. The reason was not process preference. An aseptic run that a brand cannot fill twice a year ties up working capital in inventory that ages while the brand is still learning its velocity.

The same logic governs other liquid formats out of the Matale site, including the kombucha co-packing programme, where fermentation puts the product below pH 4.6 without an added acidulant.

What changes for EU-bound coconut water on 14 June 2026

Directive (EU) 2024/1438 revises the marketing standards behind Directive 2001/112/EC. Two changes matter to this RFQ. Coconut water is recognised as a designation in Annex III, which settles years of inconsistent naming across member states. And coconut is added to Annex V at 4.5 degrees Brix, the annex that governs reconstituted juice. Member states had until 14 December 2025 to transpose it, and the rules apply from 14 June 2026.

One operator note, offered plainly because it costs nothing and saves rework: published summaries of the amendment describe that 4.5 figure inconsistently, some as a minimum for reconstitution and some as a maximum. Before a dilution ratio is locked into a concentrate contract, have regulatory affairs read the Annex V wording in the destination member state’s transposing instrument. It is a single afternoon of work against a specification that will sit in a supply agreement for years.

Buyer’s checklist: a coconut water or beverage base RFQ

  1. State the target Brix at 20 degrees Celsius and the tolerance band
  2. State the target finished-product pH, and whether acidification is permitted
  3. Name the container: aseptic carton, aseptic bottle, retort glass, retort pouch, or hot-filled glass, with fill volume
  4. State whether the product is single-strength or reconstituted from concentrate
  5. Confirm which party holds the FDA scheduled process filing and the process authority letter
  6. Specify the COA panel: Brix, pH, titratable acidity, microbiology, heavy metals, pesticide residues to the destination market’s limits
  7. Give the annual forecast and the first-order quantity separately, because they drive different answers
  8. Name the destination market so MRL and labelling rules can be matched before sampling

MOQ per format, and what a first order looks like

The MOQ is not a negotiating posture. It is the point at which a changeover, a sanitation cycle, and a QA release stop destroying the unit economics for both sides.

Payment terms are two-tier and applied consistently across the customer book. Orders under USD 10,000 are payable 100 percent in advance by bank transfer. Orders of USD 10,000 or above run 50 percent advance by bank transfer, with the balance against scanned shipping documents. PayPal is accepted for sample payments only. Every dispatched order carries the standard documentation pack: commercial invoice, packing list, bill of lading or air waybill, certificate of origin, phytosanitary certificate, batch COA, and an organic transaction certificate where the SKU is certified.

The Sri Lankan nut price has not behaved like a commodity input since production fell in 2024, and a supplier quoting a firm twelve-month price at that shelf position is either carrying an unhedged risk or planning to substitute origin mid-contract. For that brief, a large Southeast Asian aseptic processor is the more honest answer.

The sample sequence before a first order

Six steps, roughly six to nine weeks end to end for a liquid SKU. Each one exists because skipping it costs more later.

  1. Spec exchange. The buyer sends the Brix, pH, format, and destination market. The trade desk returns a feasibility note and an indicative FOB Colombo price band, usually within two business days.
  2. Bench sample. The R&D and NPD team produces a small-batch sample against the spec. Samples ship door to door by international courier at 3 to 5 business days transit.
  3. Buyer sensory and analytical check. The buyer’s own lab confirms Brix, pH, and sensory fit. Iterations at this stage are cheap; iterations after the pilot are not.
  4. Process authority review. For any shelf-stable low-acid or acidified pack, the scheduled process is established and filed before production is scheduled. This is the step that most commonly sets the launch date.
  5. Pilot run. A short production run on the actual line, in the actual container, released against the full COA panel including heavy metals and pesticide residues. Reading that panel correctly is its own skill, covered in the per-lot COA guide.
  6. First commercial order. Production lead time is 2 to 3 weeks from PO to dispatch. Sea freight runs 4 to 5 weeks to the US and 3 to 4 weeks to the EU and Australia.
